Notice of Zhejiang Provincial Department of Human Resources and Social Security and Other Five Departments on Doing a Good Job-hunting and Entrepreneurship Subsidies
All cities, counties (cities, districts) human resources and social security bureaus, education bureaus, finance bureaus, and ordinary colleges and universities:
In order to further strengthen the assistance to graduates with difficulties and improve the employment quality of graduates, according to the notice of the Ministry of human resources and social security, the Ministry of education, the Ministry of public security, the Ministry of finance, the people's Bank of China on doing a good job in the employment and entrepreneurship of college graduates under the current situation (No.72 [2019] issued by the Ministry of human resources and social security), the relevant work notice on the distribution of subsidies for job hunting and entrepreneurship is as follows:
1. distribution object and standard
(I) job hunting and entrepreneurship subsidies are paid to non-directional graduates of full-time ordinary colleges and universities and secondary vocational schools (including technical colleges) who meet one of the following conditions during the graduation year:
1. From urban and rural residents with low living security families;
(B) orphans;
3. Persons with disabilities with certificates;
4. During the school period has obtained the campus or student source national student loan;
5. From poor families with filing cards;
6. From poor families with disabilities (marginal families with urban and rural subsistence allowances and one of the parents of graduates is a certified disabled person).
The subsidy standard for (II) job hunting and entrepreneurship is 3000 yuan per person.
2. Application Procedure
(I) graduates apply voluntarily. From August 15th to September 15th of the year before graduation, eligible graduates can apply and upload relevant certification materials through the "Job Search and Entrepreneurship Subsidy Application" portal in the "Zhejiang Government Service Network" personal service. The applicant's information will be compared with the social assistance information database of the provincial civil affairs department, the disabled information database of the provincial disabled persons' Federation, the national student loan list, and the identification verification system for the poor population with filing cards. if it is the above types of registered objects, it will be exempted from uploading the certification materials. If the school provides a unified list of students who have obtained national student loans on campus, and affix the official seal of the school and the official seal of the loan issuing bank, the applicants on the list may be exempted from uploading certification materials.
(II) audit publicity. From September 1 to September 25, schools conducted preliminary examination through "Zhejiang government service network. For applicants who are exempt from uploading certification materials, the school only needs to check the personal information of graduates and does not need to publicize it. For the rest of the applicants, the school should strictly examine the qualifications, submit the personnel information to the human resources and social security department for online examination, and upload the original publicity before October 1 after the list of personnel approved by the human resources and social security department has been publicized in the school for 3 working days.
Disbursement of (III) funds. Before October 15, the human resources and social security department will complete the summary and submit it to the financial department. Before October 31, the subsidy funds will be allocated to the students' personal accounts according to regulations.
As the subsidy application payment time is changed to the second half of this year, in order to ensure the smooth completion of the work, the processing time nodes are adjusted to: graduates apply online from November 5 to November 30, 2019, schools and human resources and social security departments will complete the preliminary examination and examination from November 6 to December 10, schools will upload the original publicity before December 20, and human resources and social security departments will complete the summary and submit the funds to the financial departments before January 10, and allocate to individuals.
3. other matters
(I) schools should clearly inform the applicant to fill in and upload the application materials carefully and truthfully. If the subsidy cannot be paid due to incomplete materials or incorrect information, the applicant shall bear the consequences. If the applicant falsely claims the subsidy for job hunting and starting a business, the subsidy fund shall be returned and the school shall record the bad record in his own file.
(II) fresh graduates who are unable to pass the examination in the graduation year for some reason can submit an application to the school together with the next graduates. After passing the examination, they will be given subsidies for job hunting and entrepreneurship. If they fail, they cannot apply again.
(III) provincial universities and provincial secondary vocational schools (including technical colleges) shall be examined and approved by the local municipal human resources and social security department, and the subsidy funds shall be disbursed by the municipal finance, which shall be reflected as a factor when the provincial finance issues employment subsidy funds. Other school offices shall be reviewed by the human and social security departments of the city, county (city, district) where they are located according to their affiliation, and the subsidy funds shall be disbursed by the finance at the same level. Schools in all regions must carefully review and check, and issue subsidies in place in a timely manner. Where conditions permit, applicants who are exempt from uploading certification materials can first issue subsidies.
(IV) before the start of the annual subsidy distribution work, the local human resources and social security departments should do a good job in linking up with the local education departments. The education department is responsible for notifying various schools within its jurisdiction to ensure that the notification is in place. Schools in various regions should use multiple channels to strengthen publicity to ensure that students are aware of the policy, and announce the subsidy application instructions to students to help them apply smoothly.
This Circular shall come into force as of the date of issuance.
