Taizhou Innovation Voucher Promotion and Implementation Management Measures
Chapter I General Provisions
The first is to fully implement the innovation-driven development strategy and implement the "Opinions of the CPC Taizhou Municipal Committee of the Taizhou Municipal People's Government on Accelerating the Innovative Development of the Private Economy" (Taiwan Municipal Committee  No. 42) and the "Thirty Articles of Taizhou Talent New Deal" ( (Taiwan Municipal Commission issued  No. 105), promoted the new long march of science and technology in Taizhou City, deepened the reform of the management system of scientific and technological funds, implemented the open sharing of scientific and technological resources, and promoted entrepreneurship and innovation among the masses. The Taizhou Science and Technology Bureau and the Taizhou Finance Bureau formulated these management measures in accordance with the Provincial Science and Technology Department's "Several Opinions on Further Promoting the Application of Innovation Vouchers to Promote Mass Entrepreneurship and Mass Innovation" (Zhe Ke Fa Tiao  No. 70).
Article 2 Innovation vouchers are institutional arrangements issued by the government to enterprises for free, used to purchase technological innovation services from scientific and technological service institutions, and to independently carry out technological innovation activities. The scope of support for innovation vouchers covers the entire process of technological innovation, but it does not overlap with other scientific and technological projects.
Article 3 Colleges and universities and research institutes should face the main battlefield of economic construction, accelerate the opening of scientific research facilities and instruments to the society, actively provide scientific and technological innovation services to enterprises and other innovative subjects, realize resource sharing, and fully release service potential.
Article 4 The Municipal Science and Technology Bureau and the Municipal Finance Bureau jointly organize the implementation of the innovation voucher work. Arrange funds each year in the municipal financial special fund for science and technology, determine the amount of annual innovation vouchers, and issue innovation vouchers to municipal enterprises.
Article 5 All counties (cities and districts) are encouraged to deepen the reform of the system for the use of science and technology funds based on actual conditions, gradually implement inclusive policy support, carry out local innovation voucher work independently, and guide enterprises to carry out technological innovation. The administrative departments of science, technology, and finance of each locality have jointly formulated the implementation plan for the local innovation voucher, including the distribution target, main use, working procedures, guarantee conditions, and other contents.
Chapter II Management Institutions and Duties
Article 6 The Municipal Science and Technology Bureau and the Municipal Finance Bureau jointly established the Municipal Innovation Voucher Management Leading Group, with the Director of the Municipal Science and Technology Bureau as the leader, the relevant leaders of the Municipal Science and Technology Bureau and the Municipal Finance Bureau as deputy team leaders, and the Municipal Science and Technology Bureau and the Municipal Finance Bureau The person in charge of the office is a member who is responsible for the formulation, organization, coordination, supervision and management of innovation vouchers, and studies and resolves major issues in the implementation of innovation vouchers.
Article 7 The Municipal Innovation Voucher Management Leading Group has an office under the Municipal Science and Technology Bureau. It specifically entrusts the Municipal Science and Technology Information Research Institute to be responsible for the daily operation and management of innovation vouchers, and to handle the real-name registration and payment verification of innovation vouchers.
Chapter III Objects and Scope
Article 8 Counties (cities and districts) are encouraged to independently determine the scope of support for innovation vouchers, and give priority to supporting enterprises that have won rankings in various types of innovation and entrepreneurship competitions, high-level talent entrepreneurship enterprises, technology business incubators, crowd creation spaces, and pan-incubators. Incubate the business.
Article 9 Provincial (municipal) technological innovation service platforms, key laboratories at or above the municipal level, provincial (municipal) research institutes, colleges and universities, provincial key enterprise research institutes, and provincial enterprise research institutes (below) (Referred to as "innovation carrier") should open up and share scientific and technological resources to the society, and use innovation vouchers to provide scientific and technological services. Encourage qualified enterprises and other innovation carriers to open to society.

Article 11 The scope of support for innovation vouchers is the forms of cooperative development, commissioned development, scientific and technological innovation, test analysis, product design, patent right evaluation and other forms provided by the various types of innovation carriers for enterprises at the municipal level. The Notice of the State Administration of Taxation on Comprehensively Launching the Pilot Program of Changing Business Tax to VAT (Caishui  No. 36) determines the specific scope. Other commercial activities such as compulsory testing and statutory testing carried out in accordance with laws and regulations or compulsory standards, or projects under research funded by special science and technology funds above the municipal level are not included in the scope of innovation voucher support.
Chapter IV Use and Redemption
Article 12 Relying on the Zhejiang Province Science and Technology Innovation Cloud Service Platform, qualified enterprises can inquire through the cloud service platform and make online reservations for open and shared scientific research infrastructure, equipment and technical services.
Article 13 The municipal, county (city, district) science and technology and financial administrative departments shall issue innovation vouchers to enterprises online according to the annual innovation voucher work and planned quota. According to the actual services provided by the innovation carrier, the company shall deduct the corresponding service fees based on the innovation vouchers it holds, and the innovation carrier shall not refuse to accept the innovation vouchers without justified reasons.
Article 14 In principle, the innovation voucher is "take the lead first, and redeem immediately when you see the vote". The enterprise completes the registration of the cloud service platform user with the business license, and the enterprise receives a certain amount of innovation vouchers in a timely manner according to the needs of technological innovation. The validity period of the innovation voucher is 3 months, and it will be collected after the expiry date. Each enterprise can apply for the innovation voucher multiple times during the reporting period. The full amount of an enterprise's purchase of services below 6,000 yuan is deducted with an innovation voucher; if the purchase of services is more than 6,000 yuan, 50% of the excess is deducted with an innovation voucher; each enterprise can use an innovation voucher up to 50,000 yuan a year.
Article 15 Intensify entrepreneurial support for high-level talents. According to the "Taizhou Talent New Deal Article 30", high-level talent entrepreneurial enterprises apply for innovation vouchers during the support period (generally three years, that is, the current year and the next two years), top talents, leading talents, high-end talents, special talents and Senior talents are given up to 200,000 yuan, 180,000 yuan, 150,000 yuan, 120,000 yuan and 80,000 yuan innovation vouchers each year. The categories of talents refer to the Taizhou High-level Talent Classification Catalog in the "Thirty Articles of Taizhou Talent New Deal". Submit an application form and high-level talent start-up enterprise certification materials when applying. After the support period, apply for an innovation voucher as a general enterprise.
Article 16 The innovation carrier shall pay the innovation voucher received to the financial, scientific and technological administrative department of the city, county (city, district) that issued the innovation voucher. The payment of the innovation carrier needs to provide vouchers such as the name of the service project, technical service or transaction contract, and invoice. The application and redemption cycle is from the beginning of December of the previous year to the end of November of this year. In principle, it will be redeemed once every 3 months.
Article 17 The administrative departments of finance and science and technology of counties (cities and districts) shall formulate administrative measures for the issuance, use and redemption of innovation vouchers, and make them public to the public. Counties (cities, districts) are encouraged to deepen the reform of the system for the use of scientific and technological funds based on actual conditions, and use innovation vouchers to implement inclusive policies for technological innovation activities carried out by enterprises.
Article 18 To provide open and shared services to the innovation carrier that is mainly financed by financial funds, materials consumption fees and water and electricity operation fees may be collected in accordance with cost compensation and non-profit principles, and service fees may also be collected according to human costs. The situation of innovation carrier service enterprises should enter relevant information in real-time in the provincial technology innovation cloud service platform.
Chapter V Management and Supervision
Article 19 Innovative carriers that do not open and use information in accordance with regulations, have poor opening effects, and use inefficiently shall be notified, and shall be restrained by adopting methods such as prohibiting the purchase of instruments and equipment when applying for science and technology plan projects above the municipal level. Encourage society to monitor the open sharing of innovation carriers.
Article 20 The relying unit of scientific and technological resources is the responsible subject for the opening of scientific and technological resources to the society. It is necessary to strengthen the responsibility of legal persons, effectively perform the opening duties, and consciously accept the assessments and social supervision of relevant departments.
Atransferred, traded or reused. The use and management shall comply with the relevant national laws, regulations and rules and regulations, and shall not provide false information. For enterprises and various types of innovation carriers defrauding financial funds through innovation vouchers, the relevant responsible units and responsible persons will be rectified within a time limit, given a warning, suspended or recovered financial funds, etc. according to the severity of the circumstances; Those who have entered the "black list" of credit will no longer be given support for science and technology projects and financial science and technology funds within three years, and the carriers with particularly serious circumstances will be delisted. If it constitutes a disciplinary violation, the relevant department shall impose disciplinary sanctions on the responsible unit or person responsible; if a crime is suspected, it shall be transferred to the judicial organ according to law for handling. The science and technology department and the financial department shall evaluate and inspect the use of innovation vouchers together with relevant departments, and conduct random random checks at a rate of not less than 5% each year.
Article 22 To strengthen network protection and data security management in the network environment, various types of innovation carriers, network technical support units, and third-party service agencies at all levels should protect user identity information and intellectual property and scientific data formed during use. Chapter VI Supplementary Provisions
Article 23 The implementation opinions shall be implemented as of the date of issuance, and the Municipal Science and Technology Bureau and the Municipal Finance Bureau shall be responsible for the interpretation. The original "Administrative Measures for the Promotion and Application of Innovation Vouchers in Taizhou City (Trial)" (Tai Ke ﹝ 2015 ﹞ 13) and "Supplementary Opinions on the Administrative Measures for the Implementation and Application of Innovation Vouchers in Taizhou City (Trial)" (Tai Ke ﹝ 2015 ﹞ 42) Abolished at the same time as "Taizhou Innovation Voucher Application Management Measures" (Tai Ke ﹝ 2017 ﹝ 87).
