Some opinions on further improving the transformation and development of the construction industry

 

In order to further promote the sustainable and healthy development of the construction industry in our city, according to the "Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry" (Guobanfa [2017] No. 19), "Implementation Opinions on Development" (Zhezhengbanfa [2017] No. 89), the following opinions are particularly proposed:

 

I. Clear target tasks

 

(I) Industrial development direction. Promote the transformation and upgrading of the building, and take the acceleration of the transformation of the construction mode of the construction industry and the organizational mode of engineering construction as the starting point, optimize the professional structure, improve the quality and safety system, improve market competitiveness, promote the high-quality development of the city's construction industry, and continuously consolidate the city's "building "Strong city" status.

 

(2) Enterprise development goals. By 2021, encourage the cultivation of 1 national super-qualified construction enterprise, promote 5 general contracting qualification enterprises, add 1 new high-tech enterprise, strive for 1 "Luban Award" project, "Qianjiang Cup" and other provincial-level quality There are 5 projects and 10 projects above provincial level.

 

Second, promote transformation and development

 

(3) Encourage enterprises to grow bigger and stronger. For the first time, local financial contributions of 3 million yuan and 5 million yuan are awarded 50,000 yuan and 100,000 yuan respectively; for local financial contributions of more than 5 million yuan for the first time, 200,000 yuan and 15 million yuan are awarded according to 10 million yuan The standard of RMB 300,000 reward for RMB 10,000 is based on the growth of RMB 5 million, and so on, it is not capped.

 

(4) Encourage enterprises to upgrade their qualifications. For the first time, a construction enterprise that has been promoted to a super-qualified, a first-qualified, or a second-level qualification will be awarded 1 million yuan, 300,000 yuan, and 100,000 yuan respectively. Construction enterprises that have obtained national key investment directions in municipal, airport, transportation, electric power, water conservancy, communications, and railway industries will be rewarded with an additional award of RMB 100,000 and RMB 50,000 for promotion of first-level and second-level qualifications respectively.

 

(5) Support enterprises to integrate resources. Encourage construction companies to go public and enjoy the policies of listed companies. Encourage strong construction companies to connect with multi-level capital markets and implement mergers and acquisitions through various forms of equity and asset acquisitions to enhance their competitiveness.

 

(6) Encourage enterprises to expand business outside the city. Carry out an assessment of the local comprehensive contribution to the expansion of businesses outside the city. Based on the results of the assessment, local financial contributions of more than 500,000 yuan and the growth part are given no more than 50% of the reward, with an annual total of no more than 12 million yuan.

 

(7) Encourage enterprises to return. Any construction enterprise originally registered in a foreign country is changed back to Wenling registration to enjoy the benefits of returning to the enterprise. Within five years from the year of registration, the returning enterprise with a local financial contribution of 1 million yuan will be rewarded. 80%, the reward for the next two years shall not exceed 50% of the local financial contribution.

 

(8) Encourage enterprises to "go global" for development overseas. Construction enterprises undertaking overseas business (including subcontracting) were awarded 50,000 yuan in turnover of more than 30 million yuan in contracted projects that year; 100,000 yuan in rewards of more than 60 million yuan; 200,000 yuan in rewards of 120 million yuan or more; 180 million yuan in rewards The reward is more than 300,000 yuan; the reward is more than 500,000 yuan.

 

Incentives for excellence

 

(9) Pay attention to competing for advanced positions. Each year, the city's construction and construction enterprises are evaluated and ranked, and the assessment details will be separately issued by the Municipal Housing and Urban-Rural Development Bureau. The construction enterprises ranked No. 1 recognized as leading enterprises in the construction industry, construction companies ranked No. 2 to No. 9 are recognized as strong construction companies, and those construction companies ranked No. 10 to 35 are key enterprises in the construction industry.

 

(10) Increase efforts to create a cup. Every year, the project will be rewarded with high-quality projects at the provincial level and above, excellent design, safety and civilization standard model sites, green construction demonstration projects, science and technology demonstration project awards (excluding participation in construction), and the following rewards to the project manager (design project team) : RMB 2 million for the National Luban Award for Quality Projects; RMB 300,000 for other national awards; RMB 100,000 for the provincial awards (various awards are subject to the government or industry competent authority's document. (11) Increase the quality and price. Public construction projects in the city that meet the requirements for the creation of high-quality projects should be included in the excellence plan. Other projects (including municipal, transportation, water conservancy and other infrastructure projects) are encouraged to be included in the excellence plan. For the projects that have been included in the excellence plan and won the quality engineering award, the construction unit will reward the construction unit with a certain percentage of high-quality engineering funds: national, provincial, Taizhou-level, and Wenling-level high-quality engineering funds will sign contract for the project respectively 2.0%, 1.5%, 1.0%, 0.5% of the price (the price is not cumulative).

 

(12) Encourage the integrity of enterprises. For the first time to obtain the state-level contract-keeping and credit-worthy publicity enterprise and the Zhejiang province "AAA" contract-keeping and credit-worthy publicity enterprise, a one-time reward of 200,000 yuan and 100,000 yuan, respectively.

 

(13) Support enterprises to introduce and train talents. Construction enterprises introduce high-level management talents and enjoy preferential policies such as the introduction of relevant talents for housing and children's education. The introduction of first-level construction engineers and senior engineers to construction enterprises shall be implemented in accordance with the relevant policies of the municipal government. Carry forward the spirit of craftsmen, actively organize participation in various skills competitions, award the title of a technician or a technical expert who has won the first prize, and issue intermediate and advanced national professional qualification certificates for the corresponding types of work for the third prize and above. Every year, companies recommend and apply for market development experts and outstanding builders. The Municipal Housing and Urban-Rural Development Bureau organizes relevant departments to evaluate and rank the applicants. Fourth, support innovation and development

 

(14) Support technological innovation of enterprises. (15) Encourage enterprises to participate in the formulation and revision of standards. For enterprises leading the drafting of international standards, national standards, "standards for product word standards", industry standards, provincial local standards, and group standards, one-time subsidies of 2 million yuan, 500,000 yuan, 200,000 yuan, 150,000 yuan, Reward of 50,000 yuan and 30,000 yuan. For the top 6 companies participating in the drafting of international standards, national standards, industry standards, provincial-level local standards, and one-off units, they will receive a one-time subsidy of 300,000 yuan, 100,000 yuan, and 30,000 yuan. For the award of 30,000 yuan, the maximum subsidy for each enterprise participating in the revision of the standard in that year is not more than 1 million yuan (excluding international standards). For enterprises newly awarded the "China Standard Innovation Contribution Award" (regardless of rank), Zhejiang Province Standard Innovation Contribution Award (Major Contribution Award), Zhejiang Province Standard Innovation Contribution Award (Excellent Contribution Award), a one-time reward of 200,000 yuan, 10 Ten thousand yuan, 80 thousand yuan. Units that have completed the construction of national and provincial enterprise technology standard innovation bases (technical standard comprehensive research bases and regional technology standard joint innovation bases) will receive a one-time subsidy of 200,000 yuan and 100,000 yuan, respectively. For the units that have obtained national and provincial standardization projects and passed the inspection, they will receive a one-time subsidy of 500,000 yuan and 300,000 yuan.

 

(16) Support the construction of technological innovation information for enterprises. Encourage construction enterprises (including all tax returning branches in the city) to use large and medium-sized projects as a platform to equip a large number of large machinery and equipment. For equipment purchased in a fiscal year (by the time of billing), the price of a single piece of construction machinery is 20 If the total equipment purchase is more than 10,000 yuan and the total equipment purchase is more than 1 million yuan, a certain percentage of the equipment investment amount will be subsidized. The specific standards are as follows:

 

1. For the equipment investment amount (including tax) of 10 million yuan (including 10 million yuan) or less, subsidies will be provided at 6% of the equipment investment amount (excluding tax);

 

2. For the part of the project equipment investment (including tax) of 10-30 million yuan (including 30 million yuan), subsidies will be given based on 9% of the equipment investment (excluding tax);

 

3. For the project equipment investment (including tax) of more than 30 million yuan, subsidies will be given based on 12% of the equipment investment (excluding tax).

 

(17) Encourage enterprises to implement "Internet +" application projects. For the investment of more than 500,000 yuan (including tax) for the application of information technology applications such as BIM technology, within one fiscal year (according to the time of invoicing), the software part is subsidized separately at 30% of the investment amount (excluding tax), both hard and soft Subsidies are provided for 15% of the integrated investment (excluding tax).

 

V. Strengthening factor service guarantee

 

(18) Strengthen organizational leadership. Establish a leading group to promote the transformation and development of the construction industry, with the municipal government as the leader and the relevant units as members, responsible for the formulation and revision of the city's construction industry mid- and long-term planning, and coordinate the solution of major issues. There is an office under the leading group, which is located in the Municipal Housing and Urban-Rural Construction Bureau and is responsible for various specific tasks.

 

(19) Strengthen financial support. Actively play the role of refinancing funds to resolve the "two chain" risks. Increase credit support for construction enterprises, reasonably determine the level of loan interest rates, and prohibit the illegal collection of fees or additional unreasonable conditions beyond the deposit and loan interest rates; support financial institutions to resolve the "two chain" risks of the construction industry and actively write off and dispose of large amounts Bad debt. Encourage bank-enterprise cooperation to further expand financing channels for construction enterprises. The financial institutions of the city should increase the support of capital and credit for key enterprises with competitiveness, good reputation and excellent performance, give priority to obtaining bank credit support, and give preferential interest rates; promote innovation in loan repayment methods for small and micro enterprises in the construction industry, and accelerate non-repayment. Innovative repayment methods such as loan renewal and annual review system are extended to construction enterprises; for construction enterprises in our city to undertake government-invested projects (including government-invested entities) in and outside the province, those who meet the credit policy and loan conditions are subject to Project construction contracts and construction permits filed by competent authorities in the construction and other industries can apply for loans at the city's bank accounts; encourage the issuance of loans for green buildings and prefabricated buildings, and provide discount support. Support the payment of various deposits in the form of bank guarantees or insurance company policies, encourage insurance institutions to actively develop business types such as pledge insurance of accounts receivable of construction enterprises, implement project payment guarantees, and provide construction guarantees in the form of insurance guarantees for construction units. , Premiums can be listed in construction management fees.

 

(20) Strengthen judicial protection. Follow the spirit of the "Several Opinions on Further Optimizing the Legal and Environmental Work of the Construction Industry" (Wenzhou Municipal Office [2014] No. 63) document to implement it. Relevant departments should perform their respective duties, regularly investigate and analyze various legal risks existing in enterprises, strengthen training in the legal work of construction enterprises, guide corporate legal departments to strengthen engineering contract management and carry out risk prevention, and improve the level of legal work in construction enterprises. Combating illegal crimes in the construction field in accordance with the law, organizing a special crackdown on illegal crimes against construction enterprises, exposing illegal acts and personnel and including them in the list of construction industry bad record personnel, and creating a lawful and trustworthy construction market environment.

 

Six, other

 

(21) An enterprise shall be disqualified for awards in the previous year if: (1) a general or higher safety production accident occurred, it was subject to two or more administrative safety penalties, or it received three or more yellow card safety production warnings; 2) Large-scale or higher environmental incidents occurred; (3) Tax violations were audited and punished by tax authorities; (4) Wage arrears occurred and were included in the black list of arrears of wages.

 

(22) The enterprises enjoying the above-mentioned support policies generally refer to enterprises registered in Wenling City, paying taxes in accordance with the law, checking and collecting accounts, and having the status of independent legal persons. The various awards and subsidies to an enterprise are limited to the local contribution part of the tax paid by the enterprise in that year (except for new enterprises that year).

 

(23) Where this opinion relates to inconsistencies in the same category of awards and other municipal policy documents, it shall be handled on the principle of high non-repetition. If the same project receives awards of the same nature and at different levels, it will be awarded at the highest level.

 

(24) This opinion is interpreted by the Municipal Housing and Urban-Rural Development Bureau in conjunction with the Finance Bureau, and various awards are reviewed and implemented by the Municipal Housing and Urban-Rural Development Bureau in conjunction with the Municipal Finance Bureau.

 

(25) Effective from the date of publication of this Opinion, the original "Notice on Printing and Distributing Certain Opinions on Promoting the Transformation and Development of the Construction Industry" (Wen Zheng Fa [2017] No. 52) shall be repealed at the same time.
