Recently, the Provincial Department of Education announced a list of typical cases of education supporting high-quality development and the construction of a demonstration zone for common prosperity. After recommendations from various localities and universities, expert review, and deliberation by the Party group of the Provincial Department of Education, a total of 47 typical cases of education supporting high-quality development and the construction of a demonstration zone for common prosperity were identified. Our company's submitted case, "Taizhou College Sanmen Research Institute Promotes High-Quality Development and Construction of a Common Prosperity Pilot County in Sanmen," was selected.

I. Basic Situation

The leapfrog high-quality development of mountainous counties is related to the overall situation of regional modernization and the construction of a demonstration zone for common prosperity. As one twenty-sixth of the province's mountainous counties, Sanmen is striving to promote high-quality development and build a pilot county for common prosperity. Taizhou College gives full play to its own geographical and talent advantages to precisely support Sanmen's common prosperity initiative. In April 2018, the Taizhou College Sanmen Research Institute was inaugurated. Relying on the technology and talent of Taizhou College, and facing the needs of Sanmen County's economic and social development, the institute gives full play to the advantages of both sides, creating a scientific and technological innovation service platform that integrates "project research, results transformation, technical services, talent cultivation and training," etc., to help Sanmen County's high-quality development and the construction of a pilot county for common prosperity.

II. Main Practices

Party building leadership, establishing a new mechanism for collaborative development. With the theme of "Hand in hand with the Party secretary, shoulder to shoulder in development," we comprehensively planned actions to promote high-quality development and the construction of a common prosperity pilot county in Sanmen. We selected party members and cadres with rich experience in party building work and strong professional qualities to be stationed at the Sanmen Research Institute, lead scientific and technological teams, and engage in village pairing, etc. We established a precise docking mechanism, with Sanmen County responsible for investigating and coordinating needs, and the institute leveraging its talent and disciplinary advantages to scientifically formulate action plans, assigning specific personnel to implement them to ensure that tasks and responsibilities are assigned to individuals. We established a normalized communication mechanism, strengthened process supervision, and conducted evaluations of support quality.

On-site services, cultivating the driving force for technological enrichment. Giving full play to the role of the institute as a "bridgehead" serving Sanmen, we actively carried out project applications, scientific research cooperation, platform construction, intellectual property applications, and the cultivation of enterprise scientific and technological development projects, providing real and substantial long-term, high-level, and multi-dimensional scientific and technological support services for enterprises and townships. We actively built platforms, cooperating with major institutions, universities, and well-known enterprises to build laboratories and R&D centers, providing support for local enterprises in product development, raw material security, and outsourcing processing. Closely focusing on industrial development, we tailor-made 11 teams of 1139 scientific and technological personnel, adhering to the concept of "self-sufficient, long-term stationed, and full-process support," going deep into the mountains and fields, and precisely docking with companies such as Sanmen County's Wang Zhongwang and Ding Sheng, agricultural enterprises such as Jiayuan, Beiyi, and Taikunshan, and administrative villages such as Kanxiajin, Qiaotou, and Louxiazheng to provide technical support services. We invited experts from the Yangtze River Delta region to provide guidance and solve problems on the front lines of bases regarding industrial needs and management services.

Cultivating industries, focusing on the development of under-forest economy. We established demonstration bases for planting medicinal and edible products (edible rose flowers, Dendrobium officinale, Tricholoma matsutake, Polygonatum sibiricum, etc.), cooperated with Tingpang Town to create a processing center for medicinal and edible agricultural products, and invited Professor Si Jinping, a renowned agricultural professor from Zhejiang Agriculture and Forestry University, to join, establishing a complete industrial chain for medicinal and edible products from "planting - harvesting - deep processing - product sales." We actively promoted the construction of an integrated production and sales system, exploring the model of "company + village cooperative economic organization + farmer + base" to fundamentally solve the problem of traditional farmers only producing and not selling, and difficulties in selling even when producing abundantly. We established a special fund of 1.2 million yuan to specifically construct a rose flower planting demonstration base in Kanxiajin Village, utilizing idle land to introduce superior varieties for planting, increase collective income, and create a replicable and promotable model of scientific and technological assistance to farmers. We established a Sanmen special fund for scientific and technological assistance to farmers, and have provided assistance to Sanmen County Taikunshan Dendrobium officinale professional cooperative and Sanmen County Huyuan Gang family farm.

III. Implementation Results

Technological innovation achieves fruitful results. Jointly with local enterprises, we successfully won three provincial "Sharp Spear Leading Goose" projects; assisted enterprises in successfully applying for three "National High-tech Enterprises," cultivated and applied for four "National High-tech Enterprises," assisted one enterprise in successfully applying for a "Provincial Enterprise Technology Center," and four enterprises in applying for and being recognized as "the second batch of provincial high-tech small and medium-sized enterprises"; more than 70 enterprise-commissioned development projects; helped enterprises introduce four technologies for transformation; and jointly applied for 67 patents with enterprises (including 47 invention patents). Among them, the "key technology research and development of a complete production line for fully biodegradable plant fiber packaging materials and products" project developed by Professor Fu Yongqian's team from the "Institute of Plant Resources and Environment" of the institute has a direct economic benefit of 1.45 billion yuan. After production in Taizhou City enterprises, it has added 615 million yuan in output value, 125 million yuan in profit, and 38.5 million yuan in taxes.

Industrial revitalization promotes a win-win situation of green and prosperity. Promoting the construction of an integrated production and sales system, Taikunshan Dendrobium officinale professional cooperative has developed a 200-mu demonstration point for under-forest economy, with 60 mu of Dendrobium officinale and 80 mu of intercropped San Ye Qing, successfully test-planting the precious edible fungus Matsutake, increasing income by more than 400,000 yuan annually. We completed the construction of rose flower planting demonstration bases in Louxiazheng Village, Kanxiajin Village, and Pinggang Village, with a cumulative planting area of nearly 100 mu. Among them, the Louxiazheng Village rose flower planting demonstration base has accumulated nearly 7,000 kilograms of fresh rose flowers, increasing income per mu by more than 3,600 yuan, driving employment for surrounding villagers. We promoted the development of rose flower series, Dendrobium officinale series, and seasonal fruit and vegetable series products, opening up the processing path for primary agricultural products. The Jia Wenping agricultural product deep processing scientific and technological team conducted special research on the deep processing of Dendrobium officinale to increase its added value, achieving an increase in income per mu of 10,000-20,000 yuan, and an annual output value exceeding 3 million yuan. Professor Zhao Xiaoming's team introduced the "Heshen Model," which led to the establishment of "Sanmen He Ying Animal Husbandry Co., Ltd." in Huaqiao Town, which currently has 3,100 square meters of farmer breeding farms and is constructing 2,500 square meters. Jointly with Sanmen Donghang Aquatic Products Seedling Technology Co., Ltd., we developed digital aquaculture technology for swimming crabs, giving swimming crab farming "smart wings." The total scale of the project is 10,000 sets, with a total contract value of 2.43 million yuan. The first phase investment this year is 1.35 million yuan. After completion, the annual output value is expected to reach 2.5 million yuan.

Technological innovation drives talent aggregation. Actively cooperating with the County Party Committee Organization Department to attract talent, we introduced Dr. Cai Yimin, an overseas high-level talent, to Sanmen County, and jointly applied for the Ministry of Science and Technology's "Torch Plan" talent project. We successfully introduced Professor Yu Fan, a well-known expert in the domestic and international automotive suspension field and a doctoral supervisor at Shanghai Jiao Tong University, for Sigmai, who has signed a contract and established Sigmai Hangzhou Research Institute, achieving good results. Vice President Li Junmin led a doctoral research service team to cooperate with the County Science and Technology Association to carry out the "1,000 Doctors Assist 1,000 Enterprises" to promote common prosperity, "Double Service, Double Entry" activities, and established Taizhou College Student Employment Bases, Taizhou College Production-Education Integration Practice Education Bases, and Taizhou College Doctoral Innovation Work Stations at Yanggo Technology, Ailipu, and Kangchuang Electronics, respectively.
