First, accelerate the cultivation of high-end industries and promote the rapid development of high-tech zones

 

Article 1 Promote the clustering of the three leading industries into the high-tech zone. Those who settle in high-tech zones and belong to the three leading industries, and the state-supported high-tech enterprises' technological transformation projects, continue to use the "one case, one discussion" approach and enjoy preferential rewards. For newly-imported state-supported high-tech enterprises newly introduced outside the city, if the qualifications of the high-tech enterprises remain unchanged after being reviewed by the accreditation agency, a priority of 200,000 yuan will be awarded.

 

Article 2 Enterprises in high-tech zones are encouraged to increase investment in research and development. After completing the declared target for the R & D funding input of the state-supported high-tech enterprises in the high-tech zone, and the non-state high-tech enterprises completing the R & D funding investment target of 1% of the sales revenue for that year, the city's ranking will be based on the total R & D funding input exceeding the target. After the review, the top 20 enterprises in the city will be given priority subsidies at 5% of the excess R & D funds, each up to 300,000 yuan; for the 21st to 50th companies in the city, priority will be given to 4% of some R & D funds will be subsidized, with a maximum of 200,000 yuan per household. Industrial enterprises applying for science and technology plan projects must have R & D expenditures in the previous year. R & D expenditures are subject to the amount of R & D expenditures provided by the tax department. For those enterprises that meet the aforementioned conditions and belong to the three leading industries, industrial projects that are listed in the Yuhuan City Science and Technology Plan will be given priority in accordance with the corresponding management measures, which are respectively 300,000 yuan (inclusive) for major projects and 150,000 yuan (inclusive) for key projects Above, general projects below 150,000 yuan.

 

Article 3 Support enterprises in high-tech zones to implement high-tech strategies. For the industrial technology transformation projects in which the enterprises belonging to the three leading industries in the high-tech zone meet the city's industrial development orientation and have been registered (approved), the total investment in project equipment in one fiscal year has reached 1 million yuan or the total investment in two consecutive fiscal years If it reaches more than 2 million yuan, the reward will be given priority at 5% of the actual investment amount of equipment above the limit; if the total investment in two consecutive fiscal years reaches more than 10 million yuan, the reward will be given at 7% of the actual investment amount of equipment above the limit; continuous If the total investment in two fiscal years reaches more than 20 million yuan, the reward will be given priority at 8% of the actual investment amount of the equipment above the limit; to encourage enterprises to introduce high-end equipment, the single equipment with an amount of more than 1 million yuan will be awarded If the standard is increased by 1 percentage point, the reward will be given priority; if a single unit is more than 3 million yuan, the corresponding bonus will be increased by 2 percentage points. The maximum award for each enterprise in that year was 5 million yuan. For industrial robots purchased by enterprises in the current year, 15% of the equipment purchase amount will be separately rewarded after being identified. The "machine substitution" enterprises or projects (not more than 10 per year) that are included in the typical cases and demonstration projects of "machine substitution" in our city and played a role in promoting demonstration in the same industry in the city will be awarded a one-time reward of 100,000 yuan. Article 6 Increase the construction of new R & D institutions in high-tech zones. Actively introduce centrally-owned enterprises, domestic industry leaders, well-known multinational companies, national scientific research institutions, national key universities, Zhejiang universities and research institutions to establish independent innovation institutions and key laboratories in our city that are in line with the industry's development direction. Give priority to start-up funding of up to 10 million yuan, and give priority to funding of up to 50 million yuan after 3 years based on the prospects of industrial development.

Article 7 Priority is given to supporting high-tech enterprises and high-tech enterprises belonging to the three leading industries in the high-tech zone. Article 8 Support technological innovation of enterprises in high-tech zones. Article 11 Increase the support for scientific and technological cooperation and exchanges in high-tech zones. 25. Optimize the construction of innovation environment and promote the concentration of capital and talents in high-tech zones
