The domestic service industry refers to the family as the service object. Professionals enter the family members' residences or provide fixed places to provide care for pregnant women, infants and young children, the elderly, patients, the disabled, and other paid services such as cleaning and cooking. Service industry for home care needs. In recent years, China's government service industry has developed rapidly, but there are still problems such as insufficient effective supply, irregular industry development, and low public satisfaction. As an emerging industry, the housekeeping service industry plays an important role in promoting employment, accurately alleviating poverty, and protecting people's livelihood. In order to promote the quality and expansion of domestic service industry and achieve high-quality development, the following opinions are proposed with the consent of the State Council.
 
First, take comprehensive support measures to improve the quality of domestic workers
 
(1) Support institutions to add a number of majors related to domestic service. In principle, each province has at least one undergraduate college and several vocational colleges (including technical colleges, the same below) to open majors in housekeeping services and expand the scale of enrollment. Carry out a pilot of the 1 + X certificate system, organize domestic house demonstration enterprises and vocational colleges to jointly compile vocational skill level standards and outlines for housekeeping services, develop vocational training materials and vocational training packages, and support students majoring in housekeeping services while obtaining a diploma Certificate of occupational skill level in housekeeping service. (II) Market-oriented cultivation of a group of production-education-integrated domestic management enterprises. By 2022, more than 100 domestic production-education-integrated domestic management enterprises will be cultivated across the country to achieve full coverage of prefectural-level domestic service training capabilities in prefecture-level cities with more than one million permanent residents. All localities should provide home economics enterprises with idle factories and community-used houses as training bases for domestic service at a lower cost, and share training resources such as vocational colleges and community classrooms. (3) The government supports a group of domestic enterprises to organize vocational education. Domestic service was listed as a priority area of ​​school-enterprise cooperation in vocational education, and a number of school-enterprise cooperation demonstration projects were created. To support qualified domestic business enterprises to host vocational colleges of domestic service, various provinces (autonomous regions and municipalities) should establish green channels for examination and approval, and streamline process optimization services. Promote more than 30 domestic demonstration enterprises and 50 universities to set up vocational education groups. Eligible domestic education-industry-industrial-integrated school-enterprise cooperation projects shall be preferentially included in the scope of investment support in the central budget. (4) Increase the balance of unemployment insurance fund and other support for domestic training. Include domestic service into the scope of vocational skills improvement actions, and include flexible employment of domestic service personnel in the scope of training subsidies. The required funds are paid out of the special funds for vocational skills promotion action supported by the unemployment insurance fund. Local governments at all levels should increase funding and actively use employment subsidy funds, local talent funds, and industry and industry development funds to support domestic service training. (5) Strengthen pre-job training and "back-to-back" training. Organize about 30 colleges and enterprises to introduce international advanced curriculum design and teaching management system. Organize the implementation of special training programs for household services and carry out domestic house training improvement actions to ensure that by the end of 2020, more than 5 million people have been trained. Second, adapt to the requirements of transformation and upgrading, and focus on the development of employee-based domestic enterprises
 
(6) Employees of domestic housekeeping enterprises participate in corresponding social insurance according to employment methods. Vigorously develop employee-based housekeeping enterprises. Employee-based housekeeping enterprises refer to directly signing service contracts with consumers (customers), signing labor contracts or service agreements with domestic service personnel according to law, and paying social insurance fees (have participated in urban employee social insurance or urban and rural residents). Social insurance is recognized as paying social insurance premiums), uniformly arrange service personnel to provide services to consumers (customers), directly pay or provide service personnel's labor remuneration not lower than the local minimum wage standard, and continue training and management of service personnel Business. (9) Key cities take the lead in supporting the development of employee-based domestic enterprises. Beijing, Shanghai, and other large and medium-sized cities should take the lead in developing employee-based housekeeping enterprises, increase social security subsidies, and use existing city facilities to transform them into collective dormitories for employee-based housekeeping staff. Localities support qualified employee-based housekeeping enterprises to provide collective dormitories for employees, and the construction of employee dormitories in the park is preferentially provided to staff-based housekeeping service personnel. (10) Increasing the percentage of VAT input tax credits in the domestic service industry. 十一 (11) Expand the scope of application of VAT exemption for employee-based domestic enterprises. (15) Support the development of domestic business insurance. Further study on the comprehensive insurance business plan for domestic service. Encourage domestic enterprises to participate in employers' liability insurance, and to provide employees with accidental injury insurance and occupational liability insurance. Encourage insurance companies to develop special domestic service liability insurance and accidental injury insurance products. Conditional regions are encouraged to organize domestic business enterprises and employees to uniformly insure and provide subsidies. (16) Protect the legitimate rights and interests of domestic workers. Organize domestic workers as much as possible into labor unions, and explore ways of joining, ways of building, and working platforms that are suitable for the characteristics of domestic workers. (17) Actively promote the improvement of living conditions for domestic workers. Eligible domestic workers should be included in the scope of public rental housing protection. Support for the establishment of domestic service service outlets in urban and rural community comprehensive service facilities (sites) that rely on government investment and construction, and leased expenses can be reduced or exempted in areas where conditions permit. (23) Increase the reduction and exemption of taxes and fees for community household services. VII. Strengthen platform construction and improve credit system in the field of domestic service
 
(24) Establish a credit information platform system for housekeeping services. Relying on the national credit information sharing platform, the basic information and credit information of domestic enterprises, employees, and consumers are collected in full, and financial, tax, and judicial information such as credit can be fully disclosed to relevant departments and domestic enterprises.
