The comprehensive, application-oriented scientific research institution, jointly founded by the People's Government of Sanmen County, Taizhou City and Taizhou University, is the first local industry-university-research institute established outside Taizhou University. In line with the economic and social development needs of Taizhou City and Sanmen County, and by virtue of the talents and scientific and technological advantages of Taizhou University, the Institute is founded to serve as a professional scientific research institution that integrates the functions of "project research, achievement transformation, technical service, talent cultivation and training" with technological innovation, achievement transformation, intellectual property protection, high-tech enterprise cultivation, and high-tech talent introduction as the primary tasks, in order to promote the cooperation between Taizhou University and Sanmen County, build a science and technology platform, and carry out related scientific research projects, developing into a powerful industry-university-research platform and innovative service carrier for economic development in Sanmen County. Four institutes, including the Rubber Industry Development Institute, the Rural Rejuvenation Research Institute, the Plant Resources and Environment Research Institute, and the Intelligent Manufacturing and Advanced Equipment Research Institute are set under the control of the Institute, and the operating platform of Taizhou Tianjun Science and Technology Co., Ltd. has also been registered. 

The Institute, since its foundation in April 2018, has set its mission to push forward high-quality economic development in Sanmen County, fully mobilize innovative power, and effectively integrate the relevant scientific and technological resources of local enterprises in Sanmen County and Taizhou University. It has carried out an array of effective innovative practices in terms of industrial cultivation, talent attraction and gathering, construction of enterprise R&D centers, high-tech business incubation, and enterprise intellectual property protection, bridged the cooperation between the enterprises in Sanmen County and Taizhou University and other colleges and universities, technology powers, providing a strong driving power for internal demand. As an important science and technology innovation platform in Sanmen County, the institute demonstrates a model for Taizhou University to serve the local economy and transform to an application-oriented university. 

The office address of the Institute resides on the third floor of Science and Technology Space, No. 1 Xingye Street, Hairun Sub-district, Sanmen County. Prof. Jia Wenping acts as the Executive Director of the Institute.
