In order to encourage and support the footwear industry to become bigger and stronger, lead and drive the optimization and upgrading of the industry, and focus on improving the core competitiveness of Wenling footwear, based on policies such as revitalizing the real economy and technological innovation, the following ten policy measures are proposed.

 

I. Support the contribution and upgrading of enterprises. The performance evaluation of the local comprehensive contribution performance of the shoe industry enterprises with a tax of more than 2 million yuan in the year of storage was 15% (including 15%)-35% was good, and the growth rate exceeded 35% (including 35%) ) For excellence, give certain rewards by binning. Each enterprise The maximum reward limit is 10 million yuan. Encourage footwear companies to participate in the city's key enterprise evaluation, and select the top ten footwear companies based on their scores. The top three footwear companies are rewarded 100,000 yuan each, and the fourth to tenth enterprises are rewarded 50,000 yuan each. The top ten enterprises in the footwear industry enjoy the relevant policy treatment of key enterprises in the city.

 

Second, support industry supply chain upgrades. Encourage the city's leading enterprises in the footwear industry and Internet companies to build a supply chain management platform, with annual platform sales exceeding 500 million yuan (inclusive), 1 billion yuan (inclusive), 3 billion yuan (inclusive), and 5 billion yuan (inclusive) The main body of the supply chain management platform gave a one-time reward of 100,000 yuan, 200,000 yuan, 500,000 yuan, and 1 million yuan. Production enterprises that purchase raw and auxiliary materials through a supply chain management platform and have an annual purchase amount of more than 5 million yuan will be subsidized at 0.5% of the annual purchase amount, and each enterprise will have a maximum subsidy limit of 200,000 yuan per year.

 

Third, support technological upgrading of enterprises. For the shoe industry enterprises that have been registered (approved) and have actual investment in the purchase of equipment during the construction period of more than 1 million yuan (single equipment of 10,000 yuan or more), the company will provide a certain percentage of subsidies for equipment investment. Among them, those within 2 million yuan will be subsidized as 6%, those exceeding 2 million yuan will be subsidized as 10%, those exceeding 5 million yuan will be subsidized as 15%, and those exceeding 10 million yuan will be subsidized as 20%. For shoe industry enterprises investing more than 200,000 yuan in information software application projects, after identification (acceptance), subsidies will be given at 30% of the software investment.

 

Fourth, support enterprise equipment upgrades. Support intelligent equipment manufacturing enterprises in the footwear industry to improve application service capabilities. Provide advanced footwear production equipment and advanced automation (digital) equipment for 3 or more enterprises in Wenling. The actual settlement amount of each equipment manufacturing enterprise is not less than 1 million yuan (more than 10,000 yuan for a single device). The amount is given as 5% and 2% subsidies, respectively.

 

V. Supporting enterprise platform upgrades. Footwear R & D and design institutions that provide research and development, design and other public services to more than 10 regulated footwear companies in Wenling will be rewarded at a rate of 20% of the service fees charged by the regulated companies, with a maximum annual reward limit of 2 million yuan per company. The successful establishment of national and provincial industrial design centers will be awarded 1 million yuan and 500,000 yuan. Wenling (Jinjiang) Footwear R & D Center is implemented according to the city's special policy.

 

6. Support enterprise R & D and upgrade. For shoe companies that cooperate with colleges and universities and R & D institutions, they will be rewarded at 50% of the R & D contract amount paid, with a maximum annual reward limit of 1 million yuan. For shoe industry companies and design agencies to develop new products, they will be rewarded according to 20% of the design contract amount paid, with a maximum annual reward limit of 800,000 yuan. For the shoe industry and the national and international industrial design competition award-winning works docking and mass production, subsidies at 50% of the copyright license fee, a single work subsidy limit of 50,000 yuan. According to the city ’s footwear industry ’s R & D investment ratio and growth ranking last year, the top 10 R & D investment companies are subsidized at 10% of the R & D expenses (after review), each up to 500,000 yuan.

 

7. Support the quality upgrade of enterprises. A 100,000 yuan innovation voucher will be issued to each shoe industry company, and enterprises will be encouraged to entrust qualified footwear testing institutions to carry out quality testing, and subsidies will be provided at 50% of the testing costs (including tax). The newly approved testing institutions of the National Footwear Testing Center and the Provincial Footwear Testing Center will be awarded 500,000 yuan and 200,000 yuan respectively.

 

8. Supporting corporate brand upgrades. For the acquisition of China's well-known trademarks (administrative identification) and mass production, a 30% subsidy for the purchase fee will be given, with a maximum subsidy limit of 1 million yuan. For those who have been licensed to use Chinese well-known trademarks or well-known foreign brands (collectively identified by relevant departments) for more than one year of domestic operation and realize mass production, they will be given a subsidy of 20% of the actual license fee, with a maximum subsidy limit of 500,000 yuan per year. For enterprises that engage third-party professional institutions for brand building consulting, counseling, publicity, and promotion, and the actual payment amount is more than 300,000 yuan, the actual payment amount is 20% of the subsidy, and the maximum subsidy limit is 300,000 yuan.

 

Nine, support enterprise channel upgrade. For shoe manufacturing enterprises that set up exclusive stores or imported into well-known domestic and foreign chain supermarkets during the year, they will be subsidized at 20,000 yuan each, with a maximum subsidy limit of 500,000 yuan. For shoe manufacturing companies that open Tmall flagship stores under their own brands (trademarks) or JD.com's own stores, they will be given a subsidy of 50% for the first year (less than half a year, which can be postponed for one year). The subsidy limit is 200,000 yuan. For shoe manufacturing enterprises that achieve annual online billing sales of more than 5 million yuan for the first time with independent brands (trademarks), a one-time reward of 100,000 yuan; annual online billing sales of more than 5 million yuan and an increase of more than 20% in that year, according to their 1% of sales are rewarded, and the maximum reward limit is 300,000 yuan per year. For the annual total sales of enterprises in the shoe e-commerce park exceeding 1 billion yuan (inclusive), 3 billion yuan (inclusive), and 5 billion yuan (inclusive), the park's operating enterprises will be given 200,000 yuan, 500,000 yuan, and 1 million yuan One-time reward of RMB. Encourage the innovation and development of footwear business of foreign trade companies. For foreign trade enterprises above the designated size, establish shoe research and development design centers, sample workshops, and testing centers to cultivate independent brands. Refer to industrial enterprises to enjoy subsidies for industrial technology reform and informatization.

 

X. Support enterprise management upgrade. For enterprises that engage third-party professional organizations for business management consulting and coaching, and the actual payment amount is more than 300,000 yuan, the actual payment amount is 20% of the subsidy, and the maximum subsidy limit is 200,000 yuan. 200,000 yuan will be awarded to those who have been rated as the benchmark enterprises for management innovation in Taizhou. For the first time to pass the national safety production standardization of the first-level and second-level enterprises, the award will be 500,000 yuan, 300,000 yuan.

 

Supplementary regulations: This policy is interpreted by the Municipal Economic and Information Bureau and the Municipal Finance Bureau together with relevant departments. It will be implemented on January 1, 2019, and will be implemented on a trial basis for one year. The enterprise enjoying the above support policy must be a manufacturer of finished footwear above designated size in Wenling, a shoe auxiliary material manufacturer with a main business income of more than 10 million yuan, a manufacturer of intelligent equipment for the shoe industry, a supply chain platform, and a shoe-related foreign trade company Or related service agencies.
