In order to further implement the "Quality Development Outline (2011-2020)" (Guo Fa [2012] No. 9) and "Implementation Plan of Zhejiang Province to Play a Leading Role in the Brand to Promote the Upgrade of the Supply and Demand Structure" (Zhezheng Office Development [2017] No. 3) According to the requirements of the documents, the spirit of the Third Party Congress of the 15th Municipal Party, the Third Session of the 16th National People's Congress of the Municipal People's Republic of China, and the Implementation Opinions on Deepening Quality Enhancement Actions (Yu City Commission [2018] No. 62) has been fully implemented. First, strengthen the construction of a strong city

 

Article 1 Guide and inspire the majority of enterprises (organizations) to establish and implement advanced quality management methods such as high performance models to promote product quality improvement. Enterprises (organizations) who have newly won the China Quality Award, China Quality Award Nomination Award, Zhejiang Province Government Quality Award, Taizhou City Government Quality Award, and Yuhuan City Government Quality Award will be awarded 2 million yuan, 500,000 yuan, 1 million yuan, 500,000 yuan and 300,000 yuan; groups and individuals who have newly received the "Contribution Award" of the Zhejiang Provincial Government Quality Award will be awarded 100,000 yuan and 50,000 yuan respectively.

 

Article 2 Carry out the establishment of advanced quality management incubation bases. The enterprises that have won the government quality awards at all levels are the mainstays, and the incubation drives small and medium-sized enterprises, especially technology-based and growing SMEs, to apply advanced quality management methods. For the enterprise named as the provincial advanced quality management incubation base, a one-time reward of 100,000 yuan will be awarded.

 

Article 3 Establish a social practice base for primary and secondary school students' quality education. Make extensive use of social resources to carry out quality education activities for primary and secondary school students, and cultivate primary and middle school students to establish strong quality awareness and correct quality concepts from an early age. For enterprises (organizations) named as provincial social education bases for quality education in primary and secondary schools, a one-time reward of 100,000 yuan will be provided.

 

Twenty-two, strengthen brand building

 

Article 4 Encourage enterprises (organizations) to actively create brands. A one-time reward of 1 million yuan for newly recognized Chinese well-known trademarks; a one-time reward of 200,000 yuan for newly recognized Chinese names; a one-time reward of 150,000 yuan for newly recognized provincial-level well-known firms; Level professional trademark brand base, one-time reward of 100,000 yuan; newly recognized national and provincial trademark demonstration enterprises, one-time reward of 100,000 yuan, 50,000 yuan. One-off awards of 100,000 and 50,000 yuan for newly recognized provincial-level (AAA) and Taizhou-level (AA-level) contract-honoring credit-worthy enterprises; one-off awards for newly identified provincial-level credit management demonstration enterprises 100,000 yuan.

 

Thirty-three, strengthen the construction of a strong standard city

 

Article 5 Improve manufacturing standards. For the successful establishment of national and provincial industrial standardization pilot (demonstration) projects that have passed the assessment and acceptance, major undertaking units will be awarded 500,000 yuan and 200,000 yuan, respectively.

 

Article 6 Optimize agricultural standards. For the successful establishment of national, provincial, and Taizhou-level agricultural standardization pilot (demonstration) projects that have passed the assessment and acceptance, major undertaking units will be awarded 500,000 yuan, 200,000 yuan and 100,000 yuan, respectively.

 

Article 7 Expand service standards. For the successful establishment of national, provincial, and Taizhou-level service industry standardization pilot (demonstration) projects that have passed the assessment and acceptance, the main undertaking units will be awarded 200,000 yuan, 150,000 yuan, and 100,000 yuan, respectively.

 

Article 8 Innovative autonomous standards. Encourage qualified enterprises (organizations) to lead or participate in the formulation (revision) of international, national, industry and local standards, and timely transform innovation results into technical standards. For the enterprises (organizations) newly awarded the China Standard Innovation Contribution Award (not counting the level), 300,000 yuan will be awarded; for the enterprises (organizations) newly awarded the Zhejiang Province Standard Innovation Contribution Award (not the level), 100,000 yuan will be awarded. Enterprises (organizations) that have completed the construction of national and provincial enterprise technology standard innovation bases, technology standard comprehensive research bases, and regional technology standard joint innovation bases are rewarded 300,000 yuan and 100,000 yuan, respectively. The first drafting unit that formulated and issued international standards, national standards, industry standards (local standards in Zhejiang Province, "made in Zhejiang" product standards), and local standards in Taizhou City, was awarded 2 million yuan and 300,000 yuan respectively. The top 5 companies (organizations) after the drafting unit is the first to order the system (repair) and issue international standards, national standards, and industry standards, and award 300,000 yuan, 100,000 yuan, 20,000 yuan.

 

Article 9 Improve the standard making ability. Cultivate and form the backbone of standardization and innovation, and strive for the national and provincial standardization technical committees (sub-technical committees, working groups, and secretariats) to settle in Yuhuan. The enterprise (organization) that established the National Professional Standardization Technical Committee (Sub-Technical Committee, Working Group, Secretariat) was awarded 500,000 yuan; the enterprise (organization) that established the Zhejiang Province Professional Standardization Technical Committee was awarded 200,000 yuan; established The enterprises (organizations) of the National Technical Committee for Professional Standardization of the Technical Committee and the Technical Committee for the Professional Technical Committee of Zhejiang Province will be awarded 100,000 yuan.

 

Article 10 Promote standard cooperation. Promote the "going out" of Yuhuan standards, and drive the "going out" of products, technologies, equipment and services. Participation in the review and response to foreign technical barriers to trade is accepted by the state, and each case is awarded a reward of 100,000 yuan.

 

24. Strengthening the Construction of a Strong City of Intellectual Property

 

Article 11 An agency (registered in Yuhuan) that has completed more than 100 applications for invention patents during the year will be given a one-time reward of 100,000 yuan.

 

Article 12 Encourage banks to set up specialized institutions for science and technology finance and strengthen differentiated credit management. For technology sub-branches identified by Taizhou City (characteristic sub-branchs for small and micro enterprises of science and technology), risk compensation subsidies of 0.5% of the total amount of newly added patent pledged loans will be granted each year, not exceeding 300,000 yuan per year. For lenders that carry out the pledge loan for exclusive use of trademark rights, the government gives a certain amount of risk compensation. The compensation rate is 10% of the actual interest charged on the loan issued by the lender under the exclusive use of the trademark right. The total compensation is calculated based on the number of lenders actually issuing loans. Each household does not exceed 300,000 yuan per year.

 

Article 13 In case of bad debts due to a patent pledge loan (whose loan interest rate does not exceed 20% of the benchmark interest rate) for a science and technology sub-branch identified by Taizhou City (a small and micro-enterprise special branch), the principal and bad debt losses shall be granted (termination by court) Enforcement ruling) 50% subsidy, each household does not exceed 2 million yuan per year. If a subsidy for bad debts is given in the current year, no risk compensation subsidy will be given.

 

Article 14 The interest expenses incurred by a technology-based small and medium-sized enterprise from a technology sub-branch (a special branch of technology-based small and micro-enterprises) that are mainly used for patent pledge loans are given an annualized discount of 3%. More than 150,000 yuan.

 

Article 15 For enterprises that have obtained domestic invention patents, each award is 30,000 yuan; for institutions or individuals who have obtained domestic invention patents, each award is 20,000 yuan; for the annual fee for invention patents authorized from the following year, 50% Subsidy. For enterprises or individuals who have obtained foreign invention patents, each awards 50,000 yuan, and the same patent does not exceed 100,000 yuan. For enterprises applying for patents abroad through the PCT channel, each award is 10,000 yuan. For those authorized by foreign design and utility model patents, each award is 1,000 yuan.

Article 17 For those newly identified as state-level intellectual property demonstration enterprises and superior enterprises, they will be awarded 500,000 yuan and 100,000 yuan respectively; enterprises that implement national intellectual property management standards and pass certification will be awarded 100,000 yuan; For provincial, Taizhou, and Yuhuan patent demonstration enterprises, one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan were awarded.

 

25. Strengthen the "Made in Zhejiang" brand building

 

Article 18 Promote the creation of "Made in Zhejiang" brand. The Municipal Market Supervision Bureau determines the plan to establish an enterprise in the current year based on the number of annual indicators. Those who pass the "Made in Zhejiang" product certification will be given a one-time reward of 500,000 yuan, and those who have obtained the "Made in Zhejiang" international mutual certification certificate will be given a one-time reward of 50,000 yuan. No reward will be given to enterprises that are not listed in the plan.

 

26. Strengthen the technical foundation and guarantee the construction of "three strong and one manufacturing"

 

十九 Article 19 Strengthen the role of basic measurement control and promote demonstration work on energy measurement. Units included in the establishment of national-level metrology science and technology innovation bases will be awarded 500,000 yuan; units listed in national energy measurement demonstration projects (national industrial measurement benchmarking demonstration units) will be awarded 500,000 yuan; newly newly rated as provincial Enterprises of energy measurement demonstration units (projects) will be awarded 100,000 yuan.

 

Article 20 Strengthen the role of inspection and testing, and strengthen the construction of inspection institutions for industrial products, food and medicine, construction and transportation engineering, and environmental protection. Units approved for the establishment of national and provincial inspection and testing centers will be awarded 1 million yuan and 300,000 yuan respectively; units that have established national and provincial key testing laboratories will be awarded 300,000 yuan and 100,000 yuan, respectively.

 

Article 21 Strengthen the role of trust in certification and accreditation. Guide and encourage enterprises to carry out laboratory accreditation. 100,000 yuan will be awarded to laboratories newly accredited by CNAS; 20,000 yuan will be awarded to companies (organizations) that have been awarded the certification of Beautiful Countryside or Boutique B & B, "Lishui Mountain Farming", and Green Product Certification.

 

VII. Supplementary Provisions

 

Article 22 Strengthen the role of organization and assessment. On the basis of the city's leading team of high quality, adjust and enrich member units, and establish the city's "three strong and one manufacturing" construction work leading team. All townships (streets) shall establish corresponding organizations to coordinate the advancement of the "three strong and one manufacturing" construction in each jurisdiction. The construction of "three strong and one manufacturing" is included in the assessment of the target responsibility system of townships (streets), and a scientific and standardized "three strong and one manufacturing" performance evaluation system is established. The municipal finance set up a special fund for "three strong and one manufacturing" construction, and will increase or decrease the funds in due time according to the actual situation of economic development, work promotion and policy adjustment.

 

Article 23 An enterprise (organization) must operate according to law. When an annual production safety (fire safety) accident, product quality violation, environmental violation, or tax evasion is punished by an administrative penalty, the eligibility for the above policies will be cancelled.

 

Article 24 This Opinion will be implemented from January 1, 2019. Except for the standard system (revision), the rest of the projects will be honored on an annual basis (January 1 to December 31). The original policy and this In case of disagreement, this opinion shall prevail.
