Administrative Measures for the Judging of the Quality Awards of Saitama City Government (Revised)

 

Chapter 1 General Rules

 

The first is to further promote the construction of a strong city with high quality, guide and encourage all walks of life in the city to strengthen quality management, pursue outstanding performance, and promote quality improvement and efficiency upgrades. Guiding Opinions (Zhongfa [2017] No. 24), "Taizhou Municipal Government Quality Award Evaluation Management Measures (2018 Revision)" (Taizheng Office issued [2018] No. 32) The "Five Development Plan" (Taiwan Office Office Development [2016] No. 96) and other provisions formulated these measures.

 

Article 2 The Yuhuan Municipal Government Quality Award referred to in these Measures is the highest quality honor established by the Yuhuan Municipal People's Government. It is the promotion of product quality, service quality, engineering quality, and environmental quality by the Yuhuan City Government to actively implement outstanding performance management and obtain The highest quality reward for a business or organization with significant economic and social benefits.

 

Article 3 The evaluation of the Yuhuan Municipal Government Quality Award follows the principles of science, fairness, fairness, and openness, adheres to the principles of high standards, strict requirements, and selection of the best. On the basis of voluntary applications from enterprises or organizations, the evaluation is organized once a year. No more than 5 companies or organizations are awarded each year.

 

Article 4 Encourage enterprises or organizations with independent intellectual property rights, strong innovation ability, advanced quality management level, and consistent with the government's industrial development orientation to apply for the Yuhuan City Government Quality Award.

 

Chapter 2 Review Organization

 

Article 5 The Municipal Government establishes the Yuhuan Municipal Government Quality Awards Evaluation Committee (hereinafter referred to as the Municipal Evaluation Committee), which is composed of leaders of the municipal government in charge and members of the municipal quality leadership team. The deputy mayor in charge of the municipal government serves as the director of the municipal jury. Its main responsibilities are:

 

一 (1) Organize, guide and supervise the implementation of Yuhuan Municipal Government Quality Award review activities, and decide on major issues in the evaluation process;

 

二 (2) Review and approve important work specifications such as the detailed implementation rules and evaluation procedures of the Quality Award of Yuhuan Municipal Government;

 

三 (3) Review the results of the review and determine the list of companies or organizations that are proposed to the Yuhuan Municipal Government for quality awards.

 

Article 6 The Municipal Evaluation Commission has an office under the Municipal Market Supervision Bureau, and the Municipal Evaluation Commission Office (hereinafter referred to as the Municipal Evaluation Commission Office). The Director of the Municipal Market Supervision Bureau concurrently serves as the Director of the Municipal Evaluation Commission Office, and the Deputy Director is the Deputy Director of the Municipal Evaluation Commission Office. The Municipal Jury is responsible for the daily supervision and management of the Yuhuan Municipal Government Quality Award. Its main responsibilities are:

 

(1) make (repair) the normative documents such as the implementation rules for the evaluation of the Yuhuan Municipal Government Quality Award;

 

二 (2) Organize the municipal government's quality award application, qualification review, data review and site review, etc .;

 

三 (3) Report to the Municipal Evaluation Committee on the evaluation of the Municipal Government Quality Awards, and based on the results of the evaluation, propose a list of candidate companies or organizations for the Municipal Government Quality Awards and submit them to the Municipal Evaluation Committee for consideration;

 

(4) Publicize and promote the advanced quality management experience of award-winning enterprises or organizations, urge the award-winning enterprises or organizations to continuously implement excellent performance management, and standardize the use of award-winning honors;

 

(5) Undertake the daily work of the Municipal Evaluation Committee.

 

Article 7 In the process of data review and on-site review, the Municipal Evaluation Committee may set up several review teams according to the needs of the review work, which are specifically responsible for data review and on-site review. The review team is generally composed of 3 reviewers, and a team leader responsibility system is implemented. Its main responsibilities are:

 

一 (1) review the application materials of the enterprise or organization, and propose a list of companies or organizations that are shortlisted for on-site review;

 

二 (2) Develop an implementation plan for on-site review and organize the on-site review after approval;

 

(3) List of companies or organizations that have proposed to award awards.

 

Article 8 The assessor shall be qualified as a Provincial Government Quality Award assessor or apprentice assessor.

 

Chapter III Declaration Conditions and Evaluation Criteria

 

Article 9 An enterprise or organization applying for the Yuhuan Municipal Government Quality Award must have the following basic conditions:

 

(1) Having the status of an independent legal person in the administrative area of ​​Yuhuan City, and having been operating normally for more than 3 years;

 

二 (2) production and operation meet the requirements of relevant laws and regulations, mandatory standards and industrial policies;

 

(3) The implementation of the excellent performance model. The main economic indicators and social contribution levels are at the forefront of the same industry or enterprises of the same type in the city. The technical and quality indicators of leading products have reached international or domestic advanced levels. The social contribution of non-profit organizations is at the forefront of the industry. ;

 

(4) Actively carry out quality innovation, standard innovation and brand innovation, especially in technological innovation, management innovation, manufacturing method innovation and business model innovation, etc., the innovation results have a greater impact in China;

 

(5) Effectively perform social responsibilities, operate in good faith according to law, have a good record of integrity and social reputation, and have not appeared safety indicators or major performance indicators unqualified in quality supervision and inspection at all levels in the past three years, and have not experienced significant quality, safety, Environmental pollution, public health and other accidents (identified in accordance with relevant state regulations), no other serious violations of laws and regulations;

 

(6) Meet other requirements.

 

Article 10 The evaluation standards of Yuhuan Municipal Government Quality Award adopt the latest version of GB / T19580 “Outstanding Performance Evaluation Criteria” and GB / Z19579 “Outstanding Performance Evaluation Criteria Implementation Guide”.

 

Chapter 4 Review Procedure

 

Article 11 The evaluation process of the Yuhuan Municipal Government Quality Award includes issuing announcements, application recommendations, qualification review, data review, on-site review, comprehensive evaluation, review voting, preliminary election announcement, and review and announcement.

 

Article 12 Announcement. The Municipal Jury Office issued a notice to declare the quality award of the Yuhuan Municipal Government and publicly announced it through the media.

 

Article 13 Declaration and recommendation. Any enterprise or organization that meets the requirements of the Yuhuan City Government Quality Award, on a voluntary basis, conducts self-evaluation of the enterprise or organization and forms a self-evaluation report in accordance with the evaluation standards and reporting requirements, and fills in the "Yuhuan City Government Quality Award Application Form" (Hereinafter referred to as the "declaration form"), and provide corroborating materials, and submit the recommendation opinions to the municipal judges within a prescribed time after signing the recommendation opinions by the relevant municipal authority.

 

Article 14 Qualification review. The Municipal Judges' Office shall review the basic conditions of the declared enterprises or organizations, the completeness of the Declaration Form and relevant corroborative materials, and determine the list of qualified enterprises or organizations.

 

Article 15 Data review. The municipal appraisal committee organizes the appraisal group to make a written review of the application materials of the enterprises or organizations that have passed the qualification review to form a data review report. According to the principle of selecting the best, the list of companies or organizations that have been shortlisted for on-site review, The organizational material review score must be above 500 points.

 

十六 Article 16 On-site review. The municipal appraisal committee organizes the appraisal group to conduct on-site appraisal of the enterprises or organizations that have been shortlisted for on-site appraisal after passing the data appraisal to form an on-site appraisal report, which is confirmed by the business or organization. After the on-site assessment is completed, the assessment team shall submit the on-site assessment report to the Municipal Evaluation Committee within 5 working days.

 

十七 Article 17 Comprehensive evaluation. The Municipal Evaluation Committee will summarize and analyze the data review report and on-site review report, and then write the review work report and calculate the total score of the review (the total score of the review will be calculated based on "data review score × 20% + on-site review score × 80%") According to the score, the Yuhuan Municipal Government Quality Award is submitted to the candidate list for consideration with a ratio of no more than 1: 1.2 (that is, no more than 6). The on-site review score of the candidate company or organization submitted for consideration must be above 600 points.

 

The Municipal Jury Office must again seek the opinions of relevant municipal departments on new issues and situations that may arise from the qualification assessment of the Yuhuan City Government Quality Award candidate to the comprehensive evaluation period before the Municipal Jury Review Committee meeting.

 

Article 18 Examination and determination. The review meeting is presided over by the Municipal Evaluation Committee Director or the Deputy Director of the Municipal Evaluation Committee entrusted by the Director of the Municipal Evaluation Committee.

 

The Municipal Judging Committee listened to the report of the Municipal Jury Office and consulted the relevant evaluation materials, and voted to determine the list of enterprises and organizations selected for the award.

 

Article 19 Public announcement of primary elections. The Municipal Judges Office will publicize the preliminary list for 7 days. Issues reflected during the publicity period shall be investigated and verified by the Municipal Evaluation Committee, and an investigation report shall be formed and submitted to the Municipal Evaluation Committee for review.

 

Article 20 Review and announcement. The list of prizes to be approved after public announcement shall be submitted to the municipal government for approval and announcement.

 

Chapter 5 Commendation and Reward

 

Article 21 The enterprises or organizations that have won the Yuhuan City Government Quality Award shall be commended and awarded by the Municipal Government, and the Yuhuan City Government Quality Award medals and certificates shall be issued.

 

Article 22 Each enterprise or organization that has won the Quality Award of Yuhuan Municipal Government awards 300,000 yuan. Funds for the review work are included in the municipal budget of the year, and special funds are earmarked.

 

Chapter 6 Supervision

 

Article 23 The personnel involved in the review shall be truthful, fair and honest, keep secrets, and strictly abide by the relevant regulations and procedures of the review. Violations of disciplines and rules of review shall be criticized, warned or disqualified for review depending on the severity of the circumstances. Constitute a crime, be held criminally responsible.

 

Article 24 The reporting enterprise or organization shall seek truth from facts and shall not falsify. Those who obtain the Yuhuan Municipal Government Quality Award by improper means shall be verified by the Municipal Judging Committee and reported to the Municipal Government for approval, withdraw their honorary qualifications, withdraw medals, certificates and bonuses, and report criticism, and shall not declare the Yuhuan Municipal Government Quality Award within 6 years.

 

Article 25 The award-winning enterprise or organization has the responsibility and obligation to publicize and promote the high performance model and introduce advanced quality management experience and methods; it shall continuously improve quality management, actively perform social responsibilities, and always maintain a benchmark image. Before the end of March of that year, the award-winning enterprise or organization should report to the Municipal Judges' Office on the implementation of the excellent performance model in the previous year. The City Evaluation Committee will track the award-winning enterprises or organizations to ensure that the award-winning enterprises or organizations continue to improve and continuously strive for excellence.

 

Article 26 When an award-winning enterprise or organization uses the honorary title of Yuhuan Municipal Government Quality Award, it must indicate the year of award, but it cannot be used for product promotion.

 

Article 27 In any of the following situations, the winning enterprise or organization shall stop using the honorary title and disclose relevant information to the society:

 

一 (1) Major quality, safety, environmental pollution, public health and other accidents (identified in accordance with relevant state regulations);

 

二 (2) products, projects, services, and environmental quality that have been investigated and dealt with by the supervisory authority when major problems occur;

 

(3) Serious operating losses due to poor management;

 

(4) Serious violations of laws, disciplines and regulations.

 

Chapter VII Supplementary Provisions

 

Article 28 These Measures shall be implemented from the date of promulgation. The original "Administrative Measures for the Evaluation of the Quality Award of Yuhuan County Government" (Yuzhengbanfa [2012] No. 137) shall be abolished at the same time.
